Problem

• [BUG] Deleting orders doesn’t persist -- orders return after project save When a user deletes orders within the same session and then saves the project, the deleted orders are unexpectedly recreated.

• Simple Ordering Page changes

1. Remove the description field it is not required.
2. Remove the dash in - for consistency. Also: Under "Part 5 Siting", include a dropdown menu to select the applicable dispensations/Regulations as listed below. Users should be able to select multiple dispensations from this list below - they are also visible in the checklist items in the system.
