Overview
Introduced an editable Sale Check (formerly STS) template system that operates at three levels: system defaults, estate overrides, and per-project customisation.
What Changed
Template Management
- Editable estate sale check template controls in admin

- Estate-level "reset to default" to restore system defaults
Project Integration
- Sale checklist editor wired into the project edit form

Field Changes
- TBA option added to STS permit requirement dropdowns
- Renamed all "STS" labels to "Sale Check" across the platform
- Removed planning permit field from the checklist

- Correct rendering of checklist items in exported documents
Impact
