Dashboard v2 Access & 403 Fixes

Problems

Multiple issues emerged after the Dashboard v2 rollout on Feb 7:

1. 403 errors - All FTS users getting 403 responses
2. Routing issues - Dashboard v2 URL was incorrect
3. JavaScript display bugs - Document upload modals breaking when 3+ documents selected
4. Access inconsistency - Some users (Matt B, Villar) could access the dashboard while others (Daniel, Adrian, Jack) could not

Fixes

1. Mark deployed Dashboard v2 URL correction at 1:02 PM
2. Dashboard v2 routing fixed and confirmed working at 1:11 PM
3. Multiple rounds of cache-clearing and validation with affected users
4. JavaScript display bugs triaged separately
